Strategy
Make use of Thunder Strike's movement speed slow and vision over opponent to follow up with few right-clicks.
Whenever you see or expect an opponent to teleport in, be ready to Glimpse him back.
While you have the Thunderstorm facet, Kinetic Field provides vision in the middle of it. You can use it to scout pillars for wards or Roshan pit.
Glimpse instantly destroys basic illusions.
Pick up Aghanims Shard later in the game to push out side lanes safely by ground targeting Thunder Strike when an enemy creep wave is approaching.
In late game, Aghanim's Scepter can turn your Static Storm into a win condition.
Counter Strategy
Disruptor's main harassing tools is Thunder Strike. Heroes with dispel abilities are strong against him
You can use Disruptor's Thunder Strike AOE damage by walking into your creep wave and damaging it
Don't teleport in plain sight around Disruptor as you might get Glimpsed back to where you came from
Hide behind trees or run to highground before teleporting or escaping, so you don't get caught by Glimpse.
Disruptor's Glimpse can be dodged by certain spells and items such as BKB or Manta Style
All of Disruptor's spells are countered by Black King Bar until he has Aghanim's Scepter. Once he has it, you won't be able to activate Black King Bar under Static Storm as all items are muted
Don't clump up because of Disruptor's Kinetic Field and Static Storm combination. It takes 1.2 seconds for Kinetic Field to form so you have a small window to get out. You can't Force Staff out of it and many other mobility spells are not working
Lore
High on the wind-ravaged steppes of Druud, a gifted young stormcrafter called Disruptor was the first to unlock the secrets of the summer squalls. Constantly under assault from both seasonal storms and encroachment from civilized kingdoms to the South, the upland Oglodi have for centuries struggled to subsist atop the endless tablelands. They are the fractured remnant of a once-great civilization, a fallen tribe, their stormcraft strange and inscrutable, cobbled together from scraps of lost knowledge which even they no longer fully understand. For those on the high plain, weather has become a kind of religion, worshiped as both the giver and taker of life. But the electrical storms that bring life-sustaining rains arrive at a cost, and many are the charred and smoking corpses left in their wake.
Although small for his kind, Disruptor is fearless, and driven by an insatiable curiosity. As a youth, while still unblooded and without a stryder, he explored the ruins of the ancestral cities, searching through collapsed and long-moldering libraries, rummaging through rusting manufactories. He took what he needed and returned to his tribe. Adapting a coil of ancient design, he harnessed the power of electrical differential and now calls down the thunder whenever he wishes. Part magic, part craftsmanship, his coils hold in their glowing plates the power of life and death--a power wielded with precision against the landed castes to the South, and any interlopers who cross into ancient Oglodi lands.
