Strategy
Use Spectral Dagger to secure ranged creep last hits and damage the opponents.
When in trouble, use a Spectral Dagger to run over a cliff or a treeline, or even pop a defensive Shadow Step to escape.
Look around for Shadow Step opportunities. Spectre farms slowly so kills are necessary.
Spectres Shadow Step is amazing for killing backliners and supports. Focus on killing those at the start of the fight.
Check opponents for break effects. Adapt your playstyle and itemization accordingly.
Consider {aghanims-shard} later in the game against lineups that do a lot of burst damage.
With {manta-style}, Spectre gains burst and Roshan potential as Desolate works on illusions.
Try rushing Phylactery as it provides incredible sustain on lane and allows you to spam dagger for maximizing your damage output.
Counter Strategy
Spectre is a weak laner. Look to pressure her early on. She's slow at recovering.
If Spectre has Twist the Knife facet, Desolate does no damage to you if you are close to an allied unit.
The closer you are to Spectre the more damage you take from Dispersion.
Protect your supports from being killed during the Spectres Shadow Step.
Spectres Shadow Step has a long cooldown. Look to fight after it was used.
Break effects remove Desolate and Dispersion and make Spectre much weaker.
