Doom's Doom is usually dealt with by retreating and hiding somewhere in safety until it expires. Spectre provides global follow up damage and vision of the Doomed target with Shadow Step and Spectral Dagger to secure the kill, allowing Doom to ult more freely and more often as he has consistent follow up from Spectre.
Ember loves to fight and has a low committal root that can set up but often doesn't have the numbers to support an engagement. Spectre global pressence provides him with consistent follow up for easy kills and always having the enemy team on the back foot.

Shadow Word can be used on Spetre to heal her while doing damage and Fatal Bonds essentially amplifies Spectre's Damage output.
Dark Seer enhances Spectre greatly with damage and mobility. An Ion Shelled Spectre running forward with hasted movement speed, passing trough any unit and terrain is any support's worst nightmare. He makes up perfectly for any damage issue Spectre has throughout the entirety of the game.
Magnus provides Spectre with Empower, which greatly amplifies her farming speed. This allows her to reach her item timings much more consistently and safely ,as she can leave the lane and farm the junlge much more efficiently, while starting to do so earlier than normal.
Winter Wyvern supplies Spectre with much needed sustain to keep her in the lane and in the fight. As Dispersion converts the damage she takes into damage back onto her enemies any healing she receives is amplified. Spectre can follow up on any targets that survived Winter's Curse and provide vision with Spectral Dagger for WW to attack.

Zeus deals massive amounts of damage but lacks good mobility and durability. This makes him a perfect target for Spectre to run down as her Dispersion further reduces and reflects Zeus' damage making it difficult for him to fight back. Disrupts his optimal way of play.

Puck is not particularly tanky but quite elusive. Spectre's ability to get on top of him instantly in combination with Spectral Dagger providing vision of him force Puck to kite instead of fight as he can do little to fight back a Dispersion Spectre.
Disperion + BM is a huge deterent for Earthshaker to drop Echo Slam whenever he wants, as often times it would mean his own death. Spectral Dagger can be used to move through Fissure's wall to prevent being blocked. Spectre's ability to instantly get on top of Earthshaker with Shadow Step or Haunt ruins his initiation and doesn't allow him to comfortably wait for his opportune moment.
Wyvern can be quite elusive by flying over impassable terrain. Spectre cares little for that as Spectral Dagger provides her with unobstructed movement. Spectre's Dispersion makes her a lot better than most Agility heroer at surviving Winter's Curse.
Mirana is one of the squishiest heroes in the game with good mobility. This makes her a perfect target for Spectre to eliminate. Spectral Dagger provides partial vision of her enemies allowing Spectre and her team to track the movements of their enemies during Moonlight Shadow.
Shadow Step allows Spectre to consistently get on top of Lion and dirsupt him from efficiently using his Earth Spike and Hex. Spectral Dagger allows Spectre to track him down even in Glimmer Cape and Dispersion makes it hard for Lion to fight back with Finger of Death.
Spectre's global presence allows her to consistently get on top of Lina and eliminate her as she can do tremendous amounts of damage but lacks mobility and durability. Dispersion and BM make it impossible for Lina to fight back as she would die to her own damage before Spectre does.

Abaddon provides healing and sustain and barriers, which do wonders versus Spectre as she struggles to output significant damage proactively and lacks burst. Aphotic Shield dispels Spectral Dagger and his Aghanim's Scepter further amplifies his impact as it makes him heal in an AOE.
Underlord is able to abuse Spectre when she's at her weakest - in the laning stage. He can constanly harass and pressure her in addition to reducing her rightclick damage in order to deny her creeps. His global ult helps keep up with Spectre's global presence.
Undying is able to abuse Spectre when she's at her weakest - in the laning stage. He can constantly harass and pressure her with Decay and Rightclicks in order to disrupt her ability to secure sufficient resources in the lane, offsetting her entire game.
Wraith King's innate sustain allows him to man fight Spectre as by herself she doesn't output amazing damage and the Dispersion damage she relies on is offset by WK's Lifesteal. Silver Edge, which provides Break is a naturally great pickup for WK. He's got 2 lives.
Dark Seer is able shut Spectre down in lane due to Ion Shell and offset her game entirely. What's worse is that even if Spectre ever gets to that late game where she thrives, Dark Seer is able to make multiple Illusions of her and use Spectre's strength against her and her team as Wall of Replica and Normal Punch (Aghanim's Scepter Upgrade) Illusions inherit Desolate.
Oracle provides healing and sustain, which do wonders versus Spectre as she struggles to output significant damage proactively and lacks burst. Fortune's End dispels Spectral Dagger, Fate's Edict prevents Spectre from attacking and his ult - False Promise is an all purpose save button.
Healing, sustain and durability do wonders versus Spectre as she struggles to output significant damage proactively and lacks burst. Io supplies his team with plenty of that. On top of that he can use his ult - Relocate as a last rest save.
Necro can sustain himself and easily pressure Spectre in lane with Death Pulse. Worse than that he can also sustain his allies due to his AOE heals. Ghost Shroud prevents Spectre from attacking him and Dispersion does neither reduce nor reflect any damage from Hearthstopper Aura.
Ember Spirit's early game prowess and proneness to roaming with ease as early as minute 6 makes Spectre and easy target for him. Often times Spectre would have to relinquish her lane, even if it is going well, in order to not show on the map until she's strong enough to fight back.
Lifestealer is one of Spectre's hardest counters as his kit counters Spectre at EVERY stage of the game. LS is so good against her that even if he is an ENTIRE item behind he still easily wins out. His abundance of lifesteal combined with his debuff immunity and actual immunity from Infest is too much for Spectre to handle.
Witch Doctor provides his team with much needed AOE heal to mitigate Spectre's Dipsersion and Radiance damage. He has a natural save against her with Aghanim's Shard, which is a staple item for him and a Maledict into Death Ward combo is usually enough to get her killed in the early-mid game.
Simply put, as strong as Spectre can get she is 1 body and Meepo can be 5. Meepo generally builds stats items to becomes quite tanky and has multiple ways of sustaing himself between Ransack and both Aghanim's Shard and Scepter. On top of that he can root Spectre indefinitely with multiple Earthbinds.
A core Pudge can decimate a Spectre both in lane and in game. In lane, his base damage is about 50% higher than Spectre's, making last hitting difficult. Due to Rot + Aghanim's Scepter being enough damage for Pudge that leaves him the rest of his inventory slots for sustain and tank items. Often Spectre finds herself rundown by Pudge.
Enchatress provides consistent harass in lane with both her Impetus, rightclicks and a creep from Enchant. Her ult - Untouchable makes it almost impossible for Spectre to land a hit on her before she gets some Attack Speed items and Enchantress Nature's Attendants provide healing and sustain for her and her team.
Slardar can completely crush a Spectre in lane due to his abundance of damage and crowd control and forces her to leave lane as he hits level 6. His ult - Corrosive Haze serves as a reliable debuff and provides vision of Spectre troughout the game substracting up to 3000 gold of value from Spectre in terms of armor.
Slark's Essence Shift steals stats directly from Spectre and does't get mitigated by Dispresion in any way. Slark's various sources of sustain (Barracuda, Shadow Dance, Depth Shroud - Aghanim's Shard Upgrade) and Dark Pact being a low-cooldown dispel for Spectral Dagger gives Slark all the tool he needs to deal with Spectre.
Doom is able to prevent Spectre from receiving any heals by using his ult - Doom on her, effectively removing her from the fight. In lane, he is able to reliably pressure her with all 3 of his basic spells if he finds a suitable neutral creep. Additionally, as the game goes on Doom can enhance his ult with Break.

Leshrac deals massive amounts of AOE damage without having to itemize for it - this allows him to itemize for sustain and tankiness in order to buy himself time to unleash that damage. For most of the game Spectre struggles to output enough damage to go trough his sustain alone and often find herself being rundown by Leshrac.

Troll has amazing rightclick and consistent damage scaling from his base abilities alone - this allows him to itemize for sustain and mobility so he give himself the best opportunity to land all that damage. He can chain root Spectre into a 1v1 she can rarely win as Troll's Battle Trance additionally provides him with massive lifesteal and the inability to die to damage.
Dawnbreaker is a nightmare for Spectre to lane into as DB is able s to apply immense pressure with his Star Breaker and Celestial Hammer spells alone, while sustaining herself with Luminosity. More importantly Solar Guardian is able to match Spectre's global pressene perfectly as it provides AOE healing and Crowd Control on top of being global.
Timbersaw can completely boot a Spectre out of lane even before leveling up his ult as he does overwhelming damage via Whirling Death and Timber Chain, while having plenty of sustain from Reactive Armor. Throughout the game Spectre struggles to comfortably go on Timber as that just gives him an opportunity to cast his spells efficiently.
