Io and Ursa can teleport through the map and Ursa can easily kill enemies with movement speed and attack speed bonus gained from Io.

Shadow Shaman has two disables (Hex and Shackles) that work considerably well with Ursa's abilities to ensure a quick kill.

Lion has two disables (Earth Spike and Hex) that work considerably well with Ursa's abilities to ensure a quick kill.

Frost Shield and Frost Blast make Lich a strong laning partner for Ursa. The slow and damage combo helps Ursa chase down and finish off targets with ease.

Vengeful Spirit provides a reliable stun and armor reduction, making her an ideal laning partner for Ursa. Later in the game, Nether Swap can reposition enemies into Ursa’s reach, setting up easy kills

Crystal Maiden’s slows and roots help Ursa close the gap and secure kills. Her mana regeneration aura also solves Ursa’s early-game mana issues, making her a great support partner

Surge allows Ursa to quickly chase down targets, while Ion Shell adds extra damage during the pursuit. Together, they make it easy for Ursa to secure kills in the lane and beyond

Snowball helps Ursa close the gap and get on top of enemies quickly. Tag Team amplifies Ursa’s physical damage, making this duo extremely effective at securing early-game kills

...core items [7.39b]

A core item for farming by clearing creep waves and neutrals much faster with cleave damage. Increases your right click damage and provides HP and mana sustain.

A core item to quickly close the gap on enemy heroes and burst them down with right clicks. Look to use Overpower before Blinking in to save yourself the cast animation time.

A core item to avoid most disables and silences on the enemy team to get Enrage off and hit freely in fights. Also improves your right click damage and tankiness through HP pool and magic resistance.

A core item that utilizes your high attack speed during Overpower to lock down elusive enemy heroes and burst them down with right clicks.

A core item to have Enrage with every Earthshock cast to make it more difficult for enemy heroes to get away from you or lock you down. Gives more versatility with Enrage usage. The Enrage duration from the spell and Earthshock stack additively.

A core upgrade for Basher to have reliable lockdown against elusive enemy heroes and burst them down with right clicks during Overpower.

Ursa is both a hard lane and game matchup for Underlord as Fury Swipes' stacking damage does not get mitigated by Atrophy Aura. Enrage dispels both Pit of Malice and Firestorm and Earthshock can still be used during Pit of Malice, given it does not make Ursa leap forward.

Timbersaw's physical survivability revolves around Reactive Armor, which is largely ignored by Fury Swipes due to the extreme amounts of damage it does in a very few number of attacks.

Timbersaw's burst damage will not do much against Enrage, although he could easily use Timber Chain to escape, wasting the duration of it.

Huskar likes fights with a long duration and is usually at low health, making him vulnerable against Ursa's physical damage.

Jumping in with Life Break against Ursa is suicide, as Enrage, Overpower, and Fury Swipes will easily shred Huskar.

Fury Swipes allows Ursa to burst down Pudge quickly, taking advantage of his low armor despite his high HP. Enrage greatly reduces the duration and damage of Dismember, letting Ursa shrug off Pudge’s main disable and stay aggressive in fights

Sven relies on bursting heroes down with God's Strength, but Enrage reduces a large portion of that damage, allowing Ursa to survive and outfight him during its duration. With Aghanim's Scepter, Ursa can activate Enrage even while stunned by Storm Hammer, giving him a crucial edge in direct duels and potentially turning the fight in his favor.

Enrage dispels Sticky Napalm stacks and mitigates most of Batrider's damage. With Aghanim's Scepter, Ursa can activate Enrage even while lassoed, allowing him to survive the initiation and quickly burst down Batrider.

Ursa is a strong duelist against Monkey King. Fury Swipes allows Ursa to outscale Monkey King in sustained fights. Enrage reduces incoming damage and negates much of Monkey King's lifesteal, enabling Ursa to even fight inside Wukong’s Command and come out on top.

Ursa has no sustained AoE to deal with illusions, it becomes worse since Phantom Lancer can create more illusions in a matter of seconds.

Diffusal Blade can be used to drain Ursa mana. This is a standard item for Phantom Lancer in every match.

Doppelganger applies basic dispel on Phantom Lancer, which will remove the slow from Earthshock. It also resets fights with more illusions, making hard for Ursa to hit the real Phantom Lancer.

Manta Style creates two more illusions and also applies a basic dispel, further complicating the problem for Ursa to deal with.

Enrage cannot restore attributes stolen by Essence Shift and will reduce his physical damage output.

Even if Ursa initiates with Earthshock, Slark can Pounce away or use Dark Pact after Ursa's initiation to avoid Fury Swipes' damage until Earthshock's slow is gone. Shadow Dance provides a save against the initiation of Ursa.

Ursa has no way to clear illusions quickly, making him vulnerable to Chaos Bolt and Phantasm combo.

Reality Rift can quickly relocate or reinitiate on Ursa once the duration of Enrage is over.

Phantasm can be used to dispel Earthshock's slow. Manta Style is another item that counter Ursa greatly.

Ursa has low mobility, once jumped on by Reality Rift, Ursa struggles to escape.

Doom

Troll Warlord can be a tough matchup for Ursa. Whirling Axes apply miss chance, making it difficult for Ursa to land attacks and build Fury Swipes stacks. If Ursa initiates first, Troll can activate Battle Trance and potentially outlast Ursa in a drawn-out manfight.

Cold Embrace completely negates Ursa’s physical damage while healing the target, shutting down his burst potential. Winter’s Curse can also turn Ursa’s high attack speed and damage against his own team, often causing him to burst down an ally

Disruptor is a strong control hero against Ursa. Kinetic Field can trap Ursa and prevent him from chasing or escaping. More importantly, Static Storm silences Ursa, preventing him from activating Enrage, which makes him highly vulnerable during its duration.

Drow Ranger counters Ursa by kiting him with Frost Arrows and silencing him with Gust, preventing him from using Enrage. Her high physical damage from range makes it difficult for Ursa to close the gap and survive long enough to fight back
